Who Wins

Pre-6, you have a meaningful range and poke advantage over both Twitch and Taric, and your W gives you a disengage tool if Leona's engage fails — however, Taric's W tether means Twitch can trade back safely if you're caught in melee range.
Post-6, your R can be used to follow up Leona's R or to zone them off objectives, but Taric's R makes all-ins risky if they have it available.

Your best pattern is to poke with Q from max range to chip Twitch's HP before Leona engages, and use W defensively to interrupt Leona's engage if it goes wrong rather than burning it offensively.
When Leona lands E-Q, immediately follow with Q bounce and E slow to maximize the stun window — do not auto-attack into Taric's range.

You should slow-push the wave with Q and W to build a large minion wave that crashes into their tower, forcing Twitch and Taric to choose between farming under tower or engaging at a disadvantage.
Avoid letting the wave bounce back fast — a slow push gives Leona engage opportunities while keeping you safe behind the wave.

Do not use W offensively as an engage tool — it is your only reliable disengage and Leona has no escape, so burning it to chase kills leaves you both completely vulnerable to Twitch's Q invisibility repositioning.
Respect Twitch's poison range; standing in it during extended trades negates your poke advantage.
