Who Wins

Pre-6, you lose the 2v2 if Nautilus lands his Q, as you have no mobility to escape the hook-root-Jhin chain and will die before your E cage provides value; the lane is heavily dependent on Ziggs keeping Nautilus at range with his W and Q poke.
Post-6, you win the 2v2 if you can cage both enemies with your R and follow up with your full combo, as your R one-shots Jhin at moderate stacks and Ziggs' burst adds enough damage to kill Nautilus too.

Use your E cage preemptively to block Nautilus' hook path rather than reactively after he has already engaged — a cage placed between you and Nautilus forces him to either walk around it or hook into it, buying time for Ziggs to poke.
Stack your Q on minions safely from max range and only use your Q on champions when Nautilus is clearly out of hook range or on cooldown.

Push the wave with Ziggs to deny Jhin CS and force them under tower, where Nautilus' hook angles are more predictable and easier to dodge.
Avoid letting the wave freeze in the middle of the lane, as that is the most dangerous position for you — you are forced to walk up to stack your passive with no escape if Nautilus dashes in.

Do not use your R offensively as your primary engage tool — your R is your escape and peel mechanism against Nautilus' engage, and burning it to try to kill Jhin leaves you completely exposed to Nautilus' hook with no answer.
Save your R to cage Nautilus after he hooks in, not before.
