Who Wins

Pre-6, you slightly favor short all-ins at level 2 if your Q lands, since neither Veigar nor Ziggs has the burst or CC to survive your full combo with Jhin's follow-up; however, sustained poke trades heavily favor them because Ziggs' Q and W chip you down and your shield from your W is not enough to sustain repeated harass.
Post-6, you win the 2v2 decisively if you land your R on Veigar, as the knockup chain into Jhin's R is a near-guaranteed kill before Veigar can cage and burst back.

Use your Q to hook the most vulnerable target — typically Veigar who has shorter range and lower mobility than Ziggs — then immediately auto-attack to proc your passive root, giving Jhin the window to land his W root and four-shot combo.
Avoid hooking Ziggs when his E is available, as he can use it to reposition and break the chain, wasting your cooldowns.

Do not roam aggressively early because Jhin has no wave clear and leaving him alone against Ziggs' poke and wave control will cause the wave to crash under your tower, losing Jhin CS and potentially tower plates.
Roam only after a successful kill or when the wave is shoved to their tower and Jhin can safely back — mid-game roams to mid or jungle skirmishes are more appropriate once you have your core items.

Do not miss your Q hook by throwing it predictably into Ziggs' W knockback zone — Ziggs will intentionally bait your hook with his positioning and then knock you back to waste your engage.
Patience on your Q is critical; a missed hook in this matchup means you are a sitting target for their poke with no threat to offer.
