Pre-6, you have a meaningful level 1 hook threat that Samira cannot reliably dodge at short range, but Nautilus's own hook range and passive mean trading hooks is a losing game for you; your real spike is level 2 where Q-E combo creates a reliable kill setup with Nilah.
Post-6, Nautilus's R-Q chain is a stronger all-in tool than your kit, so you are on the defensive side of the 2v2 post-6 unless you land a hook first to set the tempo.

Your best trading pattern is to hook Samira specifically — not Nautilus — to pull her away from Nautilus's peel range, then immediately E-flay her toward Nilah for the follow-up damage; hooking Nautilus is wasted because he is tanky and it gives Samira a free window to dash onto Nilah.

Roaming is a core part of your value in this matchup: after a successful hook-kill or summoner burn, shove the wave with Nilah and immediately look for a mid roam, because your hook threat in a three-man setup is far more impactful than staying in a lane where Nautilus can match your engage.
Avoid roaming when the wave is pushed toward you, as it leaves Nilah in a 1v2 she cannot survive.

Do not use your E to interrupt Samira's E dash reactively if it means your E is on cooldown when Nautilus's Q is incoming — Nautilus's hook into your E-less state is a free kill setup, and your E is your only reliable displacement to disrupt his chain.
