Who Wins

Pre-6, you and Caitlyn win the poke war because your Q-auto harassment combined with her range outpaces Veigar's slow Q stacking and Lucian's need to walk up.
Post-6, your R is a strong equalizer but Veigar's R and Lucian's burst can kill Caitlyn before your R lands if they engage on their terms.

Use your Q to poke both enemies simultaneously when they stack, then immediately proc your power chord on Lucian to reduce his damage output before he can short-trade Caitlyn.
Follow up with W to sustain Caitlyn through any retaliation, keeping her healthy enough to maintain lane pressure.

You should generally not roam early because Caitlyn without a support against Lucian is vulnerable to an all-in dive — Lucian can burst her down quickly if you leave.
The only justified roam timing is after a successful level 6 R kill or after backing with a significant gold lead, ensuring the wave is pushed and Caitlyn has enough HP to survive alone briefly.

Do not spam W reactively on every small poke — Veigar and Lucian will recognize your mana drain pattern and all-in when you're low on mana and can't sustain.
Manage your mana carefully and save E for when Lucian commits to an engage, as the speed boost is critical for Caitlyn to reposition and avoid the full Lucian combo.
