Who Wins

Pre-6, you and Leona win the 2v2 clearly because Leona's level 2 spike with E+Q lets you immediately stack your passive and deal burst damage before Twitch has poison stacks or Rell can mount-engage.
Post-6, you continue to win the 2v2 as long as Leona initiates first, because your R will out-damage Twitch's R in a short window and Rell's engage is slow enough that Leona can peel for you.

Your best pattern is to let Leona E+Q onto Rell or Twitch, immediately auto-attack and use W to block Twitch's Q slow or Rell's Q, then stack your passive to S rank and use R to execute.
You must reach S rank before using R, so do not panic-R early when your passive is only at B or A rank.

Push the wave aggressively with Leona to deny Twitch's freeze strategy and force Rell into unfavorable engage angles where she has to walk through minions.
A pushed wave also enables Leona to roam, which is a major win condition given that Twitch and Rell have no reliable way to follow quickly.

Do not walk up to stack your passive without Leona's CC already applied, because Rell's W+E can interrupt your combo mid-sequence and Twitch's poison will out-sustain your burst if the fight is prolonged without your R.
Your passive stacking requires CC setup from Leona — never try to solo-engage Rell.
