Who Wins

Pre-6, Samira + Leona win most 2v2s because Leona's level 2 all-in with E+Q is faster and more reliable than your engage, and Samira's passive stacks punish your slow, telegraphed approach.
Post-6, your R gives you a genuine teamfight equalizer, but in a pure 2v2 Leona's R still chains into Samira's R faster than you can set up yours, so you remain at a disadvantage unless you land your W dismount first.

Your best pattern is to use your W mount dash to close distance and immediately chain your E knock-up into your Q slow, giving Twitch time to stack poison and auto-attack before Leona can peel.
Never engage without Twitch already in auto range, because your CC chain is only threatening when Twitch's sustained damage is simultaneously applied.

You have no meaningful wave control tools, so let Twitch handle last-hitting and focus entirely on vision control and positioning to deny Leona from walking up freely.
Avoid pushing the wave because a shoved wave lets Leona roam and snowball the map, which is catastrophic given Samira's scaling.

Do not engage on Leona when she has her E available and Samira is in range, because Leona will simply E you back and Samira will proc her passive combo on you while you are the one CC'd.
Your engage is only safe when Leona's E is on cooldown or when you can catch one of them isolated.
