Pre-6, this lane is roughly even to slightly in your favor: your Q hook range lets you threaten Soraka at distance, and Twitch has no reliable escape from your E stun if you land your Q first.
Post-6, you gain a significant edge because your R executes low-health targets and resets, while Soraka's healing cannot outpace burst if you and Kai'Sa coordinate a full combo on Twitch.

Your best trading pattern is to hook Soraka first to deny her healing, then immediately dash in with E to stun Twitch so Kai'Sa can unload her full combo.
Avoid engaging on Twitch while Soraka is healthy and in range, because her W sustain will negate the damage before your burst completes.

Push the wave aggressively to force Soraka to use her W on Kai'Sa under poke pressure, depleting Soraka's health and making her vulnerable to your all-in.
A shoved wave also creates roam windows post-6 where your R can snowball other lanes, which is one of your primary win conditions.

Do not use your Q as a poke tool repeatedly without following up, because it telegraphs your position and lets Soraka pre-position her E silence to interrupt your engage.
Wasting Q on cooldown means you have no hook when the actual kill window opens.
