Pre-6, you do not win the 2v2 — Leona's E+Q combo is faster to execute than your Q hook, and if she lands it first, your passive root is irrelevant because Tristana is already CC'd and taking damage.
Post-6, your R is a strong counter-engage tool that can interrupt Leona's R channel if timed correctly, but Leona's overall CC duration still exceeds yours in a straight all-in.

Your best pattern is to Q hook Jhin specifically, since he is immobile and your passive root will lock him in place for Tristana to burst — do not hook Leona, as she has high resistances and your hook will be wasted on the tankier target.
After your Q lands, immediately W to slow the area and let Tristana E onto the hooked target for maximum burst.

You should roam, but only after the wave crashes under their tower — your Q hook is one of the strongest roam tools in the game and your R can set up kills mid or top instantly.
Optimal roam timing is after a successful poke trade that forces Jhin or Leona low, as they will back and you can roam without abandoning Tristana in a 1v2.

Do not hook Leona when she is clearly baiting your Q to waste it before her own engage — Leona players will often walk forward to bait your hook, then E+Q once it is on cooldown.
Without your Q, you have no gap-close and Leona will freely engage on Tristana while you walk slowly into the fight.
