Who Wins

Pre-6, you and Lucian win this lane — your hook at level 1 and level 2 is a kill threat on Yunara who has zero mobility, and Janna's peel is reactive enough that a well-timed hook before she can respond will result in a kill or summoner.
Post-6, Yunara's R gives her a dash on E which makes her harder to hook, so you need to bait out her R or hook her during the cast animation before she can reposition.

Your best pattern is to hook Yunara directly rather than Janna — Yunara is the damage threat and she is immobile pre-6, making her the correct target.
Once hooked, use your passive auto to root her, then ult to keep her locked while Lucian bursts her down before Janna can respond with Q or E shield.

You should roam at level 6 if the wave is shoved and Lucian can safely farm — your ult makes you one of the best roaming supports in the game and mid lane ganks with your hook plus ult are high-percentage kills.
However, do not roam if Yunara is alive and healthy with R available, as Lucian cannot 1v2 Yunara post-6 without your peel.

Do not waste your hook on Janna — she is designed to be hooked and will use it to buy time for Yunara to reposition, and you will have accomplished nothing while your cooldown is down.
Save hook for Yunara specifically, and be aware that post-6 her E dash can go over walls, so hook her before she reaches a wall escape route.
