Who Wins

Pre-6, you win the 2v2 if you land your Q onto Vayne specifically, as she has no reliable escape and your E root chains into Hwei follow-up damage; however, Swain's W root and passive drain make extended trades punishing if you miss your Q, so pre-6 is conditional on your hook accuracy.
Post-6, your R onto Vayne is a near-guaranteed kill setup since she has no hard escape and Hwei's follow-up burst is devastating, but Swain's R sustain and Vayne's R invisibility can stall long enough for the window to close if you don't commit fully.

Hook Vayne when she steps up to CS, immediately follow with your E to root her in place, and let Hwei layer his damage on the immobilized target — do not hook Swain first as his passive and R sustain will negate the trade.
Your W slow on top of the root chain gives Hwei maximum time to land his skill shots, so prioritize chaining CC rather than auto-attacking yourself.

You have no wave clear, so focus on zoning the enemy off CS through threat of your Q rather than trying to push the wave yourself; let Hwei control the wave tempo.
If the wave is frozen near their tower, look to roam or invade rather than standing in a losing position.

Do not waste your Q on Swain — his passive healing and R sustain mean he will win the trade even after being hooked, and you burn your primary engage tool for minimal reward.
Always prioritize hooking Vayne, who is the squishier and more vulnerable target.
