Pre-6, you do not win extended trades against Jhin+Thresh because Thresh's E slow and Jhin's W root allow them to kite and chunk you with Jhin's high single-target damage — however, if Blitzcrank lands Q at level 2, the burst window is real and you can secure kills.
Post-6, your R is the dominant ability in this matchup since Thresh's lantern and Jhin's R are both channeled or delayed, and your R channels faster and deals more immediate AoE damage in a coordinated all-in.

Your best trading pattern is to let Blitzcrank initiate with Q+W, immediately activate E to shred armor, and unload autos enhanced by your passive double-hit on the hooked target — do not try to trade independently because Jhin's range and Thresh's poke will out-sustain you in short trades.
Save your W for when Jhin is rooted or hooked, as its slow and damage are most valuable when the target cannot reposition.
