Who Wins

Pre-6, you lose the 2v2 — Blitzcrank's level 2 hook spike combined with Caitlyn's range and headshot passive outpaces what you and Kai'Sa can output before you have meaningful items.
Post-6, your R gives you kill pressure at range and changes the dynamic, but you still lose a straight 2v2 if Blitzcrank lands a hook on either of you.

Use your E to zone Blitzcrank's hook angles rather than purely as a damage tool — a rooted Blitzcrank cannot hook, which removes their primary win condition and lets Kai'Sa farm safely.
When Blitzcrank is on cooldown or out of position, root Caitlyn and let Kai'Sa stack autos to build her passive faster.

You can roam at level 6 after pushing the wave because your R has enough range to assist mid from the river without fully leaving lane — a successful roam kill gives Kai'Sa a free farm window and accelerates her stacking.
Only roam if the wave is shoved and Kai'Sa is safe under tower, as leaving her in a 1v2 against Blitzcrank and Caitlyn is a death sentence.

Do not waste your E trying to poke Caitlyn at max range when Blitzcrank is threatening — if your E is on cooldown and Blitzcrank hooks you, you have no peel tool and Caitlyn's headshot will kill you.
Prioritize using E defensively to protect Kai'Sa from hooks rather than offensively for poke damage in the early laning phase.
