Pre-6, this lane is roughly even to slightly favored for you: Blitzcrank's Q hook is a hard engage threat that punishes you if you walk up carelessly, but your level 2 all-in (E+Q) is one of the strongest in the game and can punish Blitzcrank before he lands a hook.
Post-6, you win the 2v2 decisively — your R gives you a reliable initiation that Irelia and Blitzcrank cannot match in terms of AoE lockdown, and Sivir's R amplifies the follow-up chase.

Your job is to land E onto Blitzcrank or Irelia, immediately Q to stun, and let Sivir unload damage while they are locked down — never engage without Sivir being in auto-attack range first.
Avoid trading when Blitzcrank's Q is up and you are standing in a predictable position; force him to waste it before committing.

You want a slow push or freeze-breaking pattern: Sivir can shove waves quickly, so coordinate to crash a wave and then look for a dive or roam rather than sitting in a static lane.
Avoid letting the wave bounce back to their tower where Blitzcrank can hook you into tower range.

Do not walk up to engage when Blitzcrank's Q is off cooldown and you have no vision of his positioning — a hook into his tower is a free kill for Irelia.
Also avoid using E reactively to dodge a hook; save it as your initiation tool, not a panic button.
