Pre-6, you win this lane — your level 2 all-in (E+Q) is one of the strongest engage tools in the game, and neither Ezreal nor Vel'Koz have reliable ways to escape or trade back before your combo resolves with Caitlyn's follow-up.
Post-6, Vel'Koz's R can kill Caitlyn if you've been taking too much poke damage, so you need to have secured a kill or significant lead before that power spike arrives.

Your best trading pattern is to E onto Vel'Koz specifically — he is the squishier target with less mobility, and stunning him interrupts his combo entirely while Caitlyn bursts him down.
After your E+Q combo, use W to extend the stun duration and maximize Caitlyn's damage window, then retreat with your passive shield to reduce return damage.

You should not roam pre-6 unless the lane is heavily won — leaving Ezreal and Vel'Koz alone against Caitlyn is risky since Vel'Koz can freely poke her without your presence.
Post-6, if you've killed one of them and Caitlyn has shoved the wave, a roam to mid is strong because your engage chain (E+Q+R) is a guaranteed kill setup on most mid laners.

Do not engage when Ezreal has E available and Vel'Koz has W up — Ezreal will E away from your stun and Vel'Koz will slow you, leaving Caitlyn in a 2v1 while your cooldowns are burned.
