Pre-6, you lose the 2v2 — Lucian's short-range burst trades and Milio's W attack speed buff let Lucian proc his passive repeatedly before you can land meaningful damage, and your fourth shot is your only real spike but Milio's shield absorbs it.
Post-6, your R gives you a long-range threat but Milio's R removes your W root, so you need Nami's Q to land before committing to an all-in.

Your best pattern is to position at max range, use E to root one target, then immediately fire your fourth shot into the rooted enemy while Nami W-buffs you — this is your highest damage window and forces a flash or kill.
Avoid stepping into Lucian's effective range to trade autos, as his passive double-shots will outdamage your slower attack pattern in short exchanges.
