Who Wins

Pre-6, you and Twitch win this lane: your level 2 E onto Zeri forces Soraka to burn W immediately, and your W slow zone prevents Zeri from using her E to escape cleanly.
Post-6, your R cage on Zeri combined with Twitch's R is a kill combo that Soraka's R cannot prevent if you execute before she can channel it.

Your best pattern is to E onto Zeri — not Soraka — because Zeri is the damage threat and Soraka will be forced to walk into your passive zone to heal her.
Once Soraka steps in, your W slow applies to both of them and Twitch can freely stack poison on both targets.

You should not roam pre-6 because Twitch alone cannot pressure Soraka's healing and Zeri will simply farm safely.
Post-6, a roam to mid after a successful all-in that burns both summoners is viable, but only if the wave is shoved so Twitch is not left in a losing 1v2.

Do not use your E on Soraka as your primary engage target — she has no damage to punish you, and Zeri will simply E away while you are locked onto the wrong target.
Always prioritize Zeri with your E so the cage and slow apply to the champion who can actually kill Twitch.
