Who Wins

Pre-6, Leona wins the support 1v1 and the 2v2 heavily at level 2 when she hits E+Q — your hook is strong but Leona's engage is faster and more reliable in close range, so you cannot match her if she walks up.
Post-6, your R silence can interrupt Leona's R channel, which is a genuine game-changer; landing your Q on Twitch or Leona while your R is available flips the kill pressure significantly.

Your best pattern is to hook Twitch when he steps forward to auto-attack, pulling him away from Leona's peel range, then let Tristana stack damage while you W+E to keep him in place.
Avoid hooking Leona directly unless she is isolated — pulling her into your team just activates her kit.

You should not roam pre-6 because Tristana is vulnerable to Leona's all-in without you present, and Twitch+Leona will immediately dive her under tower.
Post-6, if you have priority and Tristana has enough HP to survive a short window alone, a roam to mid after a shoved wave is viable since your hook creates instant kill threat in tight corridors.

Do not use your W to close distance onto Leona — she wants you in melee range and will immediately E+Q you, leaving Tristana exposed.
Your W should be used to escape after a hook or to chase a fleeing target, not to initiate onto a tanky CC support.
