Pre-6, you and Samira win this lane — your Q poke forces Lulu and Twitch to play back, and your E on Samira makes her trades even more punishing.
Post-6, your R is the single most impactful ability in this matchup, as it directly cancels Twitch's burst window and keeps Samira alive through Lulu's R knockup.

Your best pattern is to double-bomb Twitch or Lulu to apply the stun, then immediately use your E on Samira so she can dash in on the stunned target — this creates a clean kill window that Lulu cannot polymorph out of because she is already CC'd.
Avoid using both Q charges on poke without the stun setup, as wasted bombs give Twitch free invisible engage windows.

You can consider roaming at level 6 once your R is available, particularly to mid where your R and double bomb stun create easy kills — however, only roam if Samira has enough damage to hold the 1v2 briefly or if Twitch is low enough to be zoned.
Do not roam if Twitch has his Q available and Lulu is healthy, as they will simply take a free kill on Samira.
