Who Wins

Pre-6 you lose the 2v2 — Lucian's range and passive proc burst combined with Pyke's hook threat means you cannot safely stack your Q or sustain extended trades, and your E gives no escape pre-R making you a sitting target for Pyke.
Post-6 your R fundamentally changes the matchup: your Q is permanently active, your E becomes a dash to reposition away from Pyke hooks, and your W laser slows Lucian out of his dash patterns, making extended fights heavily favor you.

Your best trading pattern is to use E for a brief speed burst to dodge Pyke's hook, immediately activate Q to start stacking, then use W to slow Lucian and force him to take splash damage hits — do not engage without Lulu's Q or W already threatening the enemy first.
In your R window, open with W laser to heavy-slow Lucian, dash with E to stay at optimal range, and let Lulu's peel handle Pyke while you freely stack Q on Lucian.

Play for a slow push into a crash before backing — you need items to scale and your pre-6 is weak, so denying the enemy a freeze while building a wave advantage lets you back safely without gifting Pyke a roam.
After level 6, you can be more aggressive about shoving and threatening 2v2 fights because your R gives you the tools to actually win them.

Do not use your E aggressively pre-6 to chase Lucian — it gives no escape and Pyke will immediately hook you during the animation or right after, leaving you with no mobility and no way to disengage.
Your E pre-R is purely a micro-dodge tool for hook avoidance, not an engage tool.
