Pre-6, this lane is roughly even with a slight edge to Ziggs+Tahm Kench: Ziggs outranges you significantly and can poke freely while Tahm Kench's W makes Blitzcrank grabs less punishing for the enemy.
Post-6, you gain meaningful kill threat with your R providing a reliable escape from Blitzcrank combos and enabling all-ins, but Ziggs R can disengage or zone you off objectives, so the 2v2 remains contested rather than clearly won.

Your best trading pattern is to let Blitzcrank land a Q hook first, then immediately commit with your Q into auto-attack chains to stack feathers, and close with E to root both enemies and proc your passive.
Without a successful hook, you should not force extended trades because Ziggs W slow and Q poke will out-sustain your damage over time.

You want to push the wave consistently using Q to clear minions and deny Ziggs his safe poke window under your tower, since a slow wave in the open gives Ziggs free harass range.
Avoid freezing because Tahm Kench can sit on the freeze and Ziggs pokes you down without risk; a fast push forces them to respect tower and limits their poke angles.

Do not walk up aggressively without Blitzcrank's Q available, because Tahm Kench can simply W his ADC out of your E root and the trade resets entirely in their favor.
Overextending on a missed hook window gives Ziggs free poke on you with no return damage, which compounds into a losing health deficit quickly.
