Who Wins

Pre-6, you and Zyra win the lane — Zyra's root setup lets you stack Q freely and her plants provide sustained damage that Jinx cannot match at range.
Post-6, your R is a strong disengage and execute tool, but Shen's R can turn any fight globally, so you must respect that Jinx may suddenly have a 3v2 advantage if Shen teleports to her.

Your best pattern is to let Zyra land her E root first, then immediately use Q on the rooted target to guarantee your stack and follow with your W for the AoE burst — this maximizes damage in the short window before Shen can W-shield Jinx.
Do not initiate yourself; your kit is a follow-up kit, not an engage kit.

Push the wave consistently to deny Jinx free CS under tower and to create opportunities for Zyra to place plants in advantageous positions — a pushed wave also limits Shen's roam windows because Jinx will be under pressure.
However, do not over-extend past the wave when Shen's E taunt is available, as a caught-out position is a free kill for them.

Do not stack Q on minions when Jinx is in a position to punish you — your Q animation is telegraphed and walking up to hit minions with it gives Shen a free taunt angle.
Prioritize Q stacks on champions during Zyra's setup windows rather than farming stacks inefficiently on the wave.
