Who Wins

Pre-6, you lose the extended 2v2 because Bard's Q root interrupts your engage chain and Smolder can kite your W shield window.
At level 2 you have a real spike if you hit E before Bard can react, but Bard's Q range means he can pre-emptively zone you.
Post-6, your R gives you a reliable initiation that Bard cannot easily dodge, making the all-in significantly stronger if Ezreal follows immediately.

Your best pattern is to wait for Bard to use his Q on a minion or miss it, then hard engage with E into W into Q — the moment Bard's root is on cooldown is your only safe window to commit.
Coordinate with Ezreal to Q during your E animation so damage lands before Smolder can react.

You should not roam aggressively early because Smolder + Bard will punish your absence by diving Ezreal or freely stacking.
Roam only after a successful kill or when Bard has left lane first, and prioritize mid roams post-6 where your R initiation has the most impact.

Do not engage when Bard has his Q available and is positioned to land it on you mid-dash — a rooted Leona mid-E is a dead Leona, and Smolder's damage on a CC'd target is severe.
Patience on your engage timing is the single most important skill expression in this matchup.
