Who Wins

Pre-6, you and Ezreal lose most extended trades because Samira's passive stacks on your CC chain and Shen's W blocks your E-Q burst window, making your all-in risky rather than dominant.
Post-6, your R gives you a genuine kill threat, but Shen's R can bail Samira out mid-fight, so your ult needs to land when Shen's R is on cooldown or he's too far to respond in time.

Your best pattern is to E onto Samira when she steps up to auto, immediately Q to stun her, and let Ezreal follow with his Q for poke damage — do not try to hold your CC for a second rotation because Shen's W will negate your next engage window.
Avoid chaining CC into Samira when she has her R ready, as she will use your lockdown to stack her passive and execute you both.

Push the wave with Ezreal to deny Samira passive stacks from minion kills and force Shen to either stay passive or overextend — a slow, frozen wave in front of their tower is dangerous for you because it lets Shen zone you without risk.
Prioritize shoving and resetting to control where fights happen rather than fighting in a stacked wave where Samira thrives.

Do not blindly E-Q into Samira when she has her R available and full passive stacks, as she will simply R through your CC and delete you and Ezreal before you can disengage.
Respect Shen's W timing — if you engage and his W is active, your entire CC combo deals reduced damage and your kill pressure evaporates.
