Who Wins

Pre-6 you win the 2v2 if you respect Pantheon's level 2 spike — if he lands W stun on you without your E available, you will die.
Post-6 you win the sustained lane: your E lets you dodge Pantheon's engage, and Vel'Koz's poke combined with your Q harass outscales Kog'Maw's early weakness.

Your best trading pattern is to Q Kog'Maw repeatedly from outside his W range, then E away immediately if Pantheon steps up — never commit to a full trade without knowing Pantheon's W is on cooldown.
Use Vel'Koz's CC to set up your Q for guaranteed damage rather than trying to land it independently in chaotic trades.

Freeze the wave near your tower whenever possible early, because Kog'Maw has no mobility and is extremely vulnerable to being dove or zoned off CS under Pantheon's threat.
Once you have Tear and some mana items, you can start pushing to deny Kog'Maw CS and force him to use W inefficiently.

Never use your E aggressively into Pantheon's range without a clear escape path — burning E offensively means you have no answer to his W stun, and Kog'Maw's W will shred you while you are locked down.
Do not underestimate Kog'Maw's late-game W range; as the game goes on, respect his auto-attack range or you will take unexpected damage.
