Pre-6, you and Senna win this lane because your Q poke is safe at range, Senna's sustain keeps you both healthy, and Thresh's Q is telegraphed enough that you can E away reactively; the lane only gets dangerous at level 2 if Thresh lands a hook before you have E available, so track his Q cooldown carefully.
Post-6, the matchup stays in your favor as long as you respect Jhin's W root — Thresh's R gives him an engage tool but your E still lets you escape the flay+hook combo if you don't panic.

Your best pattern is to Q poke Thresh whenever he walks up to hook, keeping him low enough that he cannot afford to engage; Senna's passive healing off your minion hits keeps you both topped up, so you win the attrition war if you avoid getting hooked.
When Thresh does hook, immediately E away from the direction of Jhin's W — Jhin will always try to root you after a hook, so your E should be used to escape the W placement, not just the hook itself.

You want to maintain a slight freeze or slow push to deny Thresh roaming windows, because if Thresh gets a free roam mid with his Q and R, he can create picks that snowball the map even if you win lane.
Do not shove blindly — a pushed wave means you are standing close to Thresh's tower range where his Q is harder to dodge, and Jhin's W has more room to root you in a tight space.

Do not use your E aggressively to trade — it is your only escape tool against Thresh's Q, and burning it to deal damage means you are a stationary target for the hook+root combo that kills you.
Also avoid standing still to Q poke; Thresh will learn your Q animation and walk into your Q intentionally to bait your E, then hook you when E is on cooldown.
