Pre-6, you win this lane clearly due to your 650 range advantage and Leona's ability to force Morgana to burn E early — once Morgana's E is down, you and Leona can trade aggressively and Xayah has no safe window.
Post-6, you still have the edge because your R can execute a low-health target even through Xayah's R, and Xayah's R does not make her untargetable to your traps placed beforehand.

Your best pattern is to place traps at the feet of Morgana or Xayah when they step up to CS, then have Leona engage onto the trapped target — the headshot proc combined with Leona's burst is often enough to force a flash or secure a kill.
Avoid overextending for poke without Leona nearby, as Morgana's W on Leona and Xayah's E root can punish isolated aggression.

Maintain a slow push or freeze near your side of the lane to force Xayah to walk up into trap range for CS; Xayah needs to be in melee-adjacent range to CS effectively and your traps punish exactly that.
Do not shove blindly into their tower, as a pushed wave gives Morgana a safer position to land W and removes your trap-placement pressure.

Do not use R on Xayah while she has R available — she will simply use it to become untargetable and your ultimate is wasted on a guaranteed miss.
Save R for when her R is on cooldown or use it on Morgana who has no such dodge tool.
