Who Wins

Pre-6, you have a significant range advantage and your traps control space effectively, but Lucian's short-trade pattern with E+passive can win brief exchanges if Alistar doesn't immediately follow up — respect his burst window.
Post-6, your R is a kill threat on a low-HP Lucian after Alistar's CC, and your range advantage compounds over time as you scale faster than Lucian in extended laning.

Your best pattern is to place traps in the brush or at the wave boundary to deny Lucian safe positioning, then poke freely from range when he steps up to CS — force him to use his E to dodge rather than to trade.
When Alistar engages with W+Q, immediately follow with your headshot proc and auto chain; do not hesitate, as the CC window is short and Milio's E can cleanse it.

Slow push the wave into a freeze near your tower to force Lucian to walk up into trap range and your poke — this is your strongest wave control pattern and denies him the short-range trades he needs.
Avoid letting Lucian shove the wave freely, as a fast push removes your trap setup and lets him dictate the lane tempo.

Do not use your R on Lucian when Milio has his R available — Milio's R cleanses your R's root and wastes your kill pressure entirely.
Overextending for poke when Alistar is on cooldown leaves you vulnerable to Lucian's all-in, as your damage is front-loaded on headshots and you have no escape if he closes the gap.
