Who Wins

Pre-6, you win the poke war: your Q stacks give you consistent slowing autos that make it very hard for Nautilus to walk up and land Q, and Milio's healing sustains you through any chip damage Jinx deals.
Post-6, the lane becomes dangerous — Nautilus R into Q is a full lockdown that your R cannot reliably counter unless you use it preemptively, and Jinx's damage during that window is lethal.

Stack your Q passively and use empowered autos to slow Nautilus every time he steps up, preventing him from closing the gap to land his Q — trade short and back off immediately rather than committing to extended fights where Jinx's W slow compounds your movement penalty.
Coordinate with Milio to use his E shield proactively before you take a hook, not reactively after.

Freeze the wave near your tower when possible — this forces Nautilus to overextend to engage, making his Q easier to dodge, and keeps you safe from dives while Milio heals you.
If you cannot freeze, at minimum avoid letting the wave push deep into their side, as that creates dive angles for Nautilus at level 6.

Do not use your R offensively to start a fight in this matchup — save it as a defensive tool to interrupt Nautilus's R mid-flight or to peel for yourself when he engages, because using it aggressively leaves you with no escape tool when Nautilus inevitably all-ins.
Burning your R for a kill setup that Milio's healing could have secured anyway is a critical mistake.
