Pre-6, you and Caitlyn win this lane: your E into W plant combo at level 2 is one of the strongest level-2 power spikes in the bot lane and can force an immediate flash or summoner from Aphelios.
Post-6, your R adds a knockup that interrupts Rakan's W mid-flight, which is your most important tool for neutralizing their all-in threat.

Your best trading pattern is to pre-place W seeds in the lane brush and along common Rakan approach paths, then trigger them with E when he commits to a W engage — this punishes his aggression with a root and plant burst before he reaches Aphelios.
After the root, Caitlyn's headshot and trap follow-up should force a recall or secure a kill.

You should roam when Caitlyn has shoved the wave into the enemy tower and both bot-lane opponents are low or have used summoners — your E root and R knockup make you an extremely effective roam threat in the mid-lane river.
Avoid roaming when Rakan has his R available, as he can use your absence to all-in Caitlyn 1v2 with his own roam potential.

Do not place your W seeds in obvious, predictable locations where Rakan can simply walk around them — vary seed placement between brush, lane center, and tri-bush to maintain unpredictability.
