At level 3, you win the scuttle fight decisively — your W passive healing scales with missing health, your Q deals significant damage and heals, and Ivern has no real combat tools at this stage since his E shield is minimal and his Q root requires him to walk up to a target.
From level 6, you win any extended 1v1 as long as you don't let him disengage and reset with his passive healing on camps; force fights in open river or enemy jungle where he cannot duck into a camp to heal.

Ivern almost always starts Red Buff side (bottom side) and paths to Gromp or Blue Buff, skipping direct combat camps by using his Q to claim them passively — he will likely hit level 3 slower than you and prioritize getting to scuttle with a shield from his E rather than fighting.
Expect him to look for early ganks on pushed lanes rather than contesting you directly, as his kit is entirely gank-oriented with his Q root and E shield.

Yes, you should invade — the optimal timing is immediately after you clear your first two camps (around 3:15–3:30), targeting his second buff or a camp he has Q'd but not yet collected, since stealing a claimed camp denies him gold and XP without him being able to fight back.
His jungle clear is uniquely vulnerable because he cannot fight you at any point in the early game; if you find him in his jungle pre-6, he will simply die or be forced to Flash.

Do not waste time chasing Ivern into dense brush or near his team — his E shield on an ally plus his R daisy can completely negate your all-in if his laners are nearby, and his Q root will interrupt your chase and let him escape.
Avoid overcommitting to kills on him when he has his R available at level 6, as Daisy's knockback combined with his Q root can turn a winning fight into a losing one if you are not ahead enough to burst through it.
