Who Wins

Pre-6, Viego has strong all-in potential with his passive healing and W dash, but you outrange him with Q and can poke him down before he closes the gap — at level 3 your E-W-Q combo lets you root him and deal meaningful burst, which is your clearest power spike in this phase.
However, Viego's W gap-close and passive sustain mean he can recover from poke if you don't follow up the root with full combo, so avoid half-committing to trades.

Post-6, you do not decisively win this matchup — Viego's sustained DPS and W mobility let him dodge your W root if he's patient, and if he gets on top of you he can out-DPS you in a prolonged melee exchange.
Your R does not help you win the 1v1; it's a macro tool, so post-6 your win condition is still landing E-W to root him and kiting with Q resets, not a clean kill.

Your best trading pattern is E onto Viego to apply Flux, immediately W to root him, then spam Q resets while he's immobilized and back off before his W cooldown resets — the root window is your only safe damage window because once he's mobile he can close distance and sustain through your damage.
Never trade without the E-W root setup; auto-attacking or Q-ing without Flux mark gives him a free melee trade where his passive healing and attack speed outpace your damage.

Push the wave with E-Q to maintain priority and deny Viego the ability to roam or dive you with jungle assistance — a frozen or slow-pushed wave under his tower forces him to farm in a vulnerable position where your ranged poke is most effective.
Avoid letting the wave bounce back to you near your tower without vision, because Viego with jungle is a lethal dive threat and your R escape requires a pre-placed portal you likely won't have set up in time.
