Who Wins

Pre-6, you win short trades decisively if you can land your E stun into W empowered Q, but Jayce's ranged form lets him poke you down before you close the gap, making level 1-2 dangerous if you walk into his Q-E combo; once you hit level 3 with your full kit, you have a genuine kill window if you can gap-close through his E knockback.
Post-6, your R gives you roam pressure but does not help you win the 1v1 — Jayce's sustained poke, form-swapping, and E disengage make it very difficult to all-in him cleanly once he has levels and items.

You want to force short, explosive trades by using your E stun immediately followed by W-empowered Q, then backing off before Jayce can retaliate in melee form; the key is never trading in extended skirmishes where Jayce can cycle both forms and out-sustain you with his W shield.
Avoid trading when your E is on cooldown, as without the stun you have no reliable way to stick to him and he will simply kite you with ranged Q-E poke.

Push the wave aggressively early to deny Jayce the safe ranged poke pattern he wants — a shoving wave forces him to last-hit under pressure and reduces his ability to harass you freely.
However, do not over-extend into his tower without vision, as his E knockback under tower can set up lethal situations; use your wave lead to roam with R rather than trying to force a solo kill.

Do not walk up to trade without your E available — Jayce's E knockback will interrupt your engage and leave you exposed to his ranged poke with no way to respond.
Many Pantheon players also mistakenly use R to engage in lane rather than roaming, wasting the primary advantage your kit provides in this matchup.
