Who Wins

Pre-6, you lose the 2v2 if you miss your Q — Sivir's E blocks it and Elise's poke combined with Sivir's waveclear makes extended trades punishing for you.
Post-6, your R gives you a reliable engage that Sivir's E cannot block, and the lockdown chain with your ally becomes lethal.

Your best trading pattern is to absorb Sivir's E on your W shield, then immediately Q onto Sivir to force her to either burn E again or take the full hook-chain; never engage when her E is available.
Once you land Q, stack your passive on Sivir and let your ally follow up — the trade heavily favors you if E is on cooldown.

You want to play around the wave rather than push it — let Aphelios slow-push or freeze so Sivir cannot freely use her Q and W to shove and disengage.
Avoid hard shoving yourself since Elise can rappel in from off-screen and punish you when you're overextended without minion cover.

Never throw your Q into Sivir without confirming her E is on cooldown — a blocked Q is a 20-second window where you have no engage and they can freely all-in or disengage at will.
Burning your engage tool into a spell shield is the single biggest mistake you can make in this lane.
