Who Wins

Pre-6, you lose this lane clearly — Xerath outranges you on every ability, your W passive armor doesn't help against magic damage, and you have no reliable way to close the gap or punish him.
Post-6, your R fundamentally changes the dynamic: a clean R into full combo can burst a squishy Xerath before he reacts, but he will play far back and use his E to disengage, so landing your R requires coordination with your jungler or a hard read on his positioning.

Your best trading pattern is to walk up during Xerath's Q channel animation when he's committed to the charge, absorb the poke with your W active for the armor bonus, and try to force him to back off the wave.
You will not win extended trades, so your goal is to make his poke expensive in terms of mana and force him to respect your presence enough to miss CS, not to actually kill him pre-6.

You should prioritize farming safely under tower and accepting that you will lose poke trades — trying to match his wave control will only result in you taking more damage.
Rush your first component item (Bami's Cinder or Catalyst path) as fast as possible so you have enough durability to survive the lane phase and become relevant through your R in skirmishes.

Do not use your R as a solo kill attempt on a healthy Xerath who has his E available — he will sidestep or E away and you will have burned your only threat cooldown for nothing.
The mistake most Malphite players make is walking up repeatedly to 'test' Xerath's reactions, which only feeds him free poke damage and accelerates his item lead without any realistic kill pressure in return.
