Pre-6 you win this lane comfortably because your W lets you close the gap on Veigar and your E provides a reliable engage tool that he cannot easily dodge at close range; Veigar's E cage is telegraphed and you can walk through it before it fully forms if you react quickly.
Post-6 you need to be more careful because a well-placed E into R from Veigar is a one-shot threat, but your own R used defensively on yourself completely negates his burst, making the kill pressure largely one-sided in your favor if you play around your R cooldown.

Your best trading pattern is to W through his E cage or bait it out first, then immediately E onto him and follow with Q and auto attacks while he is slowed or stunned; the key is to never let him dictate range, so you want to be the one initiating trades rather than reacting to his poke.
In extended fights, your W's AoE slow and Q root chain give you sustained damage output that Veigar cannot match without his full combo landing cleanly.

You do not need to hard shove the wave — maintaining a slight freeze or slow push near your side of the lane is optimal because it forces Veigar to overextend to farm, making him vulnerable to your engage and to jungle ganks.
If you do shove, use the wave advantage to roam, as your R and engage pattern make you a high-impact roamer who can snowball side lanes while Veigar is largely immobile and lane-locked.

Do not waste your R offensively on Veigar early in a trade if you are not confident it kills him, because your R is your primary defensive tool against his post-6 burst and burning it means you have no answer to his R combo.
Also, avoid standing still to farm in predictable positions, as Veigar's E is easy to land on stationary targets and a landed cage into full combo will punish passive play severely.
