Pre-6, Xayah+Rakan have the advantage because Rakan's level 2 all-in is faster than your ability to set up a safe fourth shot, and Xayah's feathers punish you heavily if you're rooted.
Post-6, you gain kill threat with your R but Xayah's R makes her untargetable during your channel, so you cannot reliably execute her unless she's already low.

Your best trading pattern is to use your E to root one of them, then land your fourth shot on the rooted target while Bard follows up — never trade without your E available because you have no escape and Rakan will close the gap instantly.
Avoid extended trades where Xayah can stack feathers and pull them back through you.

You want to slow-push the wave to build a large minion wave that discourages Rakan from all-inning, as a big wave gives you a reason to stay near it and makes diving you costly.
Avoid hard shoving into their tower since that removes your wave as a buffer and puts you in Rakan's ideal engage range.

Do not stand still to fire your fourth shot when Rakan is alive and has his W or R available — the fourth shot animation is long enough for him to close the gap and CC you mid-cast.
Prioritize mobility over maximizing damage in this matchup.
