Pre-6, you have a meaningful range advantage and multi-spell combo flexibility that Viktor lacks early before his augments come online — at level 3 you can start rotating between your damage and utility subjects to poke him without committing to a full trade, and Viktor's W is slow to deploy so you can sidestep it if you respect its cast animation.
Post-6, Viktor's R becomes a persistent zone threat that punishes you for standing still, and his augmented E deals significant burst damage in a straight line — your R can match his zone control but you must avoid fighting inside his R where his E augment aftershock and W stun can chain into a kill.

Your best trading pattern is to open with your damage-oriented subject spell to poke from max range, then follow up with your utility subject to apply additional pressure or slow, forcing Viktor to either take damage or back off his W placement — avoid extended trades where Viktor can land his full W stun into augmented E, as that combo will outdamage your sustained rotation.
Punish Viktor specifically when he walks up to last-hit or positions to place his W, as those are the moments he is most committed and least able to dodge your skillshots.

You want to maintain a slight freeze or slow push early to deny Viktor Hex Fragments from minion kills, since his power curve is directly tied to augmenting his abilities — denying him farm delays his augmented E and augmented W, which are the tools that make him dangerous in trades.
Once you have enough wave clear, push the wave efficiently before roaming, as Viktor is a strong wave-clear champion post-augments and will simply shove back and farm if you leave without establishing priority.

Do not stand still inside Viktor's R trying to out-sustain it with your spells — his R grows over time and combined with his augmented E and W stun it becomes a death trap if you are caught in it without mobility.
Avoid burning your spells on the wave when Viktor is nearby and threatening to all-in, because your combo requires sequential casting and if you are mid-rotation on minions you will not have the resources to respond to his engage.
