Pre-6, LeBlanc wins most exchanges because her Q-W burst at level 2 outdamages your early output before you have meaningful AP or your passive healing scaled up; you need to respect her level 2 power spike hard and avoid standing in positions where she can W onto you freely.
Post-6, the matchup becomes more viable for you if you can bait her W before using your W, since her primary escape and engage tool is on cooldown and you can force an extended fight where your passive healing and Q damage become relevant.

Your best trading pattern is to wait for her to commit her W dash onto you, then immediately pop your W to become untargetable from her follow-up abilities and the E root, forcing her to either wait out your W or return to her starting position with W recast, wasting her combo.
Once her W is on cooldown, re-engage with your E dash to close distance and start auto-attacking with your passive bonus magic damage, using Q to stack damage while she has no reliable escape.

You want to play a slow push or freeze strategy near your tower, because LeBlanc's waveclear with Q-W or Q-R is strong enough to shove you in repeatedly and create roam opportunities; denying her the ability to roam freely by keeping the wave manageable is more valuable than trying to match her push.
