Pre-6, you lose this lane — Lucian outranges your autos, Annie's stun threat forces you off farm, and your Q poke is not enough to offset Lucian's passive-enhanced trades when he steps up.
Post-6, you remain at a disadvantage because Lucian's R is a reliable damage tool and Annie's R is a fight-ender, while your R is a global that rarely decides a 2v2.

Your best trade is Q poking from max range to stack your passive, then E-in only when Blitzcrank has landed a hook and the enemy is CC'd — never E into an untouched Lucian because his passive double-shot and Annie's stun will punish your landing animation.
Use E defensively more than offensively in this matchup.

Push the wave when safe to do so to deny Annie roam value and to force Lucian into a static position where Blitzcrank's hook angles become more predictable — a slow-push setup also lets you back off and Q poke without committing to the wave.
Avoid letting the wave freeze under their tower, as that removes Blitzcrank's hook threat and lets Lucian freely poke you.

Do not use E aggressively to chase Lucian after a failed hook — Lucian's E lets him reposition and Annie's stun will catch you mid-animation.
