Pre-6, you contribute significantly to winning this lane — your passive stun threat alone forces Ezreal to play at max range, and Lucian can freely trade while they respect your CC.
Post-6, your R is the single most impactful ability in this 2v2 because it can one-shot Ezreal or force both enemies to burn summoners, but Blitzcrank's R silence can prevent your R cast if you're hooked first.

Your best trade pattern is holding your passive stun until Blitzcrank throws Q — if the hook lands, your stun into Lucian's follow-up is a kill.
If the hook misses, use your stun to punish Blitzcrank's W dash or to lock down Ezreal if he tries to E in, never waste it on a poke trade.

You should roam post-6 when the wave is pushed to Blitzcrank and Ezreal's tower — your R is a one-shot threat on most mid laners and your roam timing is strong after a successful kill or summoner burn in lane.
Do not roam if Blitzcrank has no hook available, as Ezreal can freely farm and Lucian loses the 2v1 threat that makes the lane oppressive.
