Who Wins

Pre-6, you and Draven win — your level 2 Q hook is the strongest engage tool in the bot lane at that timing, and Draven's damage guarantees a kill or flash if you hook either Ezreal or Nami.
Post-6, your R silence is critical to preventing Nami from healing or landing her R knockup during your engage, so always R immediately after hooking to shut down her response.

Your best pattern is to hook Nami rather than Ezreal when possible — Nami dying removes all of Ezreal's sustain and peel, making him easy to kill in follow-up engages.
If Nami is playing too far back, hook Ezreal and use your E to knock him up, preventing his E escape while Draven axes him down.

You should not roam — your value is entirely in the threat of your Q hook keeping Ezreal pinned and unable to farm freely, and leaving lane removes that pressure entirely.
Draven also needs your peel and setup to cash out his lead, so staying in lane is always correct.

Do not use your Q into the minion wave hoping to hit through it — Ezreal will intentionally position behind minions to block your hook, and a missed Q puts you on a long cooldown during which Nami can freely heal and Ezreal can poke.
Wait for Ezreal or Nami to step out of minion cover before committing your Q.
