Who Wins

Pre-6, you have a meaningful advantage because your passive feathers and E root punish Ashe's immobility hard — at level 2 you can already threaten a root trade that Ashe cannot escape.
Post-6, your R makes you untargetable to dodge Ashe's R stun, which is your single biggest defensive tool and should be saved specifically for that.

Your best pattern is to throw Q to place feathers, auto-attack to add more, then E to pull them all through Ashe — Tahm Kench's slow movement means he will often be caught in the feather line too.
Morgana's Q binding on Tahm Kench before you E maximizes the damage window and prevents him from using W to shield.

Freeze the wave when possible to deny Ashe farm under tower pressure — Ashe has no reliable wave clear tool to break a freeze, and Morgana can help you maintain it with her W.
A frozen wave also forces Tahm Kench to overextend to help Ashe, making him vulnerable to your E root.

Do not use your R purely to dodge Tahm Kench's W devour — save it specifically for Ashe's R stun, which is the only CC in this lane that can single-handedly lose you the fight.
Using R too early on a non-lethal threat leaves you exposed to the actual kill setup.
