At level 3, you win the scuttle fight if you land your Q to poke before engaging, as your packmates add significant burst and Jarvan IV has no reliable sustain to trade back effectively at that stage.
From level 6, your R gives you a strong all-in window, but you must avoid fighting him inside his E+Q arena since his knockup and passive armor shred combo will reduce your burst window significantly — force the fight in open terrain where you can reposition.

Jarvan IV typically runs a full clear starting Red Buff side (Red > Raptors > Wolves > Blue > Gromp) or a standard Blue side start, then looks to gank early around level 3-4 due to his strong E+Q engage.
He will prioritize lanes with CC or immobile carries, so expect him to appear in side lanes frequently before contesting objectives.

You should invade Jarvan IV's second buff around 3:15-3:30 if you started opposite side, as he will be low after his first clear and your packmates give you enough burst to force a fight or burn his Smite.
Target his Red Buff side if he started Blue, as catching him between camps with low HP is your best window to get ahead without risking a fair 1v1.

Do not fight Jarvan IV inside his E+Q arena at any point in the game — his R creates a terrain wall that traps you, and combined with his E+Q knockup, he can negate your mobility and let his team collapse on you.
Avoid overextending for kills when his R is available, as your escape tools are limited once you are walled in.
