Pre-6, this lane is difficult for your side because Neeko's Q poke is safe and frequent, and Miss Fortune's Q can bounce onto you both for consistent chip damage before you ever land your W; your W is a high-reward ability but has a long wind-up that Neeko and Miss Fortune can sidestep with their mobility.
Post-6, you become significantly more dangerous because your R combined with Ashe's R creates a two-layer CC chain that can lock both enemies long enough to kill one, giving you a clear post-6 power spike.

Your optimal pattern is to bait Neeko into using her E or Miss Fortune into stepping forward for a Q bounce, then immediately throw your W to root the more vulnerable target while Ashe activates Q and volleys; your E should be saved to shield Ashe from Miss Fortune's R or Neeko's R, not used proactively for poke trades.
Do not walk up to trade without your W being available, as you have no other reliable way to create a damage window.

You should generally not roam pre-6 because Ashe has no peel or escape and leaving her alone against Miss Fortune and Neeko is a death sentence; your value is entirely in staying to provide CC and shielding.
Post-6, if both enemies are low and your wave is pushed, you can look for a mid roam with your R, but only after confirming the bot lane is safe and the wave will crash rather than freeze against Ashe.

Do not waste your W on minions or as a zoning tool in this matchup; it is your only reliable way to create kill pressure and burning it on wave clear leaves Ashe completely exposed to Neeko's burst combo.
Also, do not let Neeko's passive disguise bait you into misidentifying targets during a skirmish, as hitting the wrong target with your W can throw an otherwise winning fight.
