Who Wins

Pre-6, you lose this matchup at level 1 and 2 because Pantheon's Q poke outranges your setup tools and his W blocks your passive on-hit damage, which is a core part of your early damage — at level 3 you gain E mobility but Pantheon's E stun can interrupt your all-in before you cash in stacks.
Post-6, you have more kill threat if you can land R to set the execution threshold and then immediately follow with a stacked Q into E combo, but Pantheon's R roam pressure means the game often shifts away from this lane before you get to leverage it.

Your best trading pattern is to apply Q stacks from a safe distance over multiple passes, waiting until you have two to three stacks before committing to E — blink in with E, immediately activate W to gain attack speed and movement speed, then use the empowered AA dash to consume stacks and deal burst damage before Pantheon can land his E stun.
Time your W activation after Pantheon's W is down, because his shield will absorb a significant portion of your burst if you engage while it's active.

You need to respect Pantheon's push and not overcommit to wave control early — use Q to poke him off CS rather than trying to all-in without stacks, and let the wave be somewhat neutral so you can safely stack without being dove.
Once you have R, look to use it proactively in skirmishes or to zone Pantheon away from the wave, as the 99% slow and execution threshold can force him to back off or die if he's been poked down.

Do not use E impulsively without Q stacks applied — blinking onto Pantheon with zero stacks means your burst is dramatically reduced and you are now in melee range of his E stun with W on cooldown, which is a losing position.
Also avoid activating W too early in the trade, as the true damage it deals to you can bring you into Pantheon's execute range or into your own R's execution threshold if you miscalculate your health.
