Pre-6, you win this matchup at level 3 if you can stack your passive to 4 before engaging — Locke's Q requires time to apply stacks and his E blink is his only real gap-closer, so an aggressive level 3 all-in with full passive stacks and your E chain through minions puts him in a position he cannot trade back from.
Post-6, his R's 99% slow and execution threshold become a serious threat, so you need to respect his setup and avoid fighting him when he has Q stacks already applied, as his full combo with R can kill you through your passive healing.

Your best trading pattern is to use minion waves to chain your E resets and close distance while Locke is trying to Q-stack you from range — once you're on top of him with 4 passive stacks, your sustained damage and healing outpace his burst if he hasn't pre-loaded Q stacks.
Short trades favor you heavily when his Q stacks are not applied, so look to engage, deal damage, and disengage before he can cash in with E-W.

Control the wave by using your E resets on minions to maintain passive stacks and deny Locke safe Q poke range — a pushed wave forces him to stand near his tower where his Q angles are more predictable and your all-in is harder to punish with a retreat.
Avoid letting the wave freeze deep in his side of the lane, as that gives him a safe position to Q-poke you without you having minion targets to dash through for an engage.

Do not blindly dash onto Locke when he already has 3 Q stacks on you — his E into W combo with full stacks will burst you faster than your passive healing can compensate, especially post-6 when his R can slow you in place and mark you for execution.
Respect his W activation as a signal that he has committed to the kill; if you see him pop W, either disengage immediately or ensure you have enough health to survive his full burst window.
